ATI just released Cat 6.10 drivers for its line of Radeon video cards.

The new drivers add support for "HDR + Anti-Aliasing support for The Elder
Scrolls Oblivion. Users no longer need to download and install the Chuck
patch - the Direct3D driver now includes native support for High Dynamic
Range and Anti-Aliasing with The Elder Scrolls Oblivion."

Enjoy.

OK I have installed the file 6-10_xp-2k_dd_ccc_wdm_enu_36790.exe...I
assume this is all I need driver-wise for my ATI 9800XT but I have
just booted Oblivion and it have obviously recognised a change in
software because the graphics settings were reset but it still says
Bloom only and that HDR is unsupported...

Any suggestions?

thats because the directx shaders used by Oblivion to render HDR require a
card that supports SM3.0 (shader model 3.0) and your card only supports
shader model 2.0 - you need a X1600PRO or better to run HDR in Oblivion.
