It is fair to assume, that 100 is the limit. If you
have a fame of 70+ the guards
will be your dear friends and will pay the fines for
you, as long as they don't
exceeds 1000. There are ways other than completing
quests to raise your
fame. But for me, as I did the main quest as a level
1 character, I had a
fame of 32 at the time of the bruma defense quest,
and completing the
main quest and being named champion netted me 30
extra fame points
My current level 42 character has a fame of 161 and an infamy of
around 47 Without using the console to enhance my character's fame. I
never noticed how many fame points my character got for closing the
Oblivion gates for ALL of the cities in his quest for alies for Bruma
or for completing the main quest. However my character also closed
around 30 random Oblivion gates scattered throughout the land and in
each case he earned 1 fame point for each gate he closed...
As for guards paying a character's fine if their fame is greater than
70, I'll take your word for it since its never happened to my
character. But then again, its been a long time since my character
last had a bounty on his head (he prefers to not get caught). The
last two times he did have a bounty on his head (it was for around 40
gold in each case), he didn't want to risk loosing his stolen items
(mostly keys) if he talked to a guard, so to paid the thieves guild to
remove the bounties.
