Hieronymus Lex in the Imperial City

[OS Phobia]

In Oblivion's Imperial City I'm supposed to give to Hieronymus Lex the
forged letter with his transfer orders to Anvil (Thieves Guild Quest
Taking Care of Lex).
I visited all the districts of the Imperial City but untill now no
Lex..., so I cannot finish this quest.
Where to find him?

The beggars are the eyes and ears of the Grey Fox, aren't they ? Try
asking one for information.

The waterfront, and inside some of the Watch Towers are places he might
be.

It's been awhile since I've done this quest. Is there no quest marker
for him on the compass?
