I use two shopkeepers to buy my loot.

Creeper, and the Ra'Virr trader in Balmora (on the right hand side of the
Mage's guild.

Creeper will keep the items, I know.

Will Ra'Virr keep my items (those very few that Creeper won't buy and I
won't store in the crates outside of the Mage's guild)?

Better look for a empty House and use it as Basis.

I think you may find that the answer might be no, under circumstances. Your
best bet is to find an empty house (if you kill the
Morang Tong you get that one, or you can always stay at Caius - stash stuff
at the top of the house if he's still around) or just add
one of the house mods for Balmora (Your Balmora residence is quite nice and
I like the location - just don't use the fireflies mod with it or you'll
find some interesting side-effects such as stuck outside your house in a
bottomless pit :) ).

Best store is to stash items you may need later in the body of ralen Hllalu.
I have never been able to overload him.
also he is useful if you recall next to him, so that if you are over
encumbered you can unload some items into him, cash up and return for the
rest. I sometimes unload all my personal equipment into him so that I don't
accidently sel my own stuff
