Grr! I want to adopt kids!

I got Hearthfire so I could have a family. I have three homes, two with
kid's rooms fully furnished. I have a perfectly good wife to mother
them. Orphanage won't adopt to me, the courier that is supposed to
invite me to adopt never arrives. I am getting really frustrated!
What's a Dragonborn got to do to get some ding-dong KIDS!?

I think my two kids I found by accident? Sophie and Lucia are their names,
and one was wandering the streets of Winterhold, and the other I found
lost in the marketplace of Whiterun. There was no special requirement to
adopt them apart from having the space.

Minor spoiler alert. Doesn't the orphanage refuse all your adoption
requests until you finish the related Dark Brotherhood quest? I don't know
for sure because I haven't done that myself.
