I am having diffulty figuring out just what speed does in Oblivion.
Does it make you hit monsters more frequently, or just run faster,
or both?

Also, what if your restoration skill is 125 because of the knights of nine
armor? Is this really better than a 100 restoration skill?

Just movement. Weapon type is what controls your attack speed, as each
weapon has its own stat for that. But don't underestimate the
usefulness of being able to dodge attacks faster and move in faster to
attack yourself.

No, there's no benefit to spellcasting skills over 100 in the default
game, though I believe there are mods out there which change this.

No, there's no benefit to spellcasting skills over 100 in the default
game, though I believe there are mods out there which change this.
It might reduce magicka cost to cast.

For definitions of what each stat actually does, go and look at
http://www.uesp.net/wiki/Oblivion:Attributes
and the other pages it links to. Agility, apart from being important
to the thief skills, directly controls bow damage the same way that
strength affects melee damage. Only speed affects your movement.
