I have 2 Transcendent Sigil Stones.
The resist fire is 35% and the fire shield is 25%
This suggests these two are not the same.
Anyone know the difference?

My experiences with resistance vs shield in other games has been that
fire resistance will make you resistant to fire damage and fire shield
will cause fire damage to those who hit you.

I don't know if that's how it works for Bethesda though.

That is how it worked in previous Elder Scrolls titles, but the
descriptions suggest that this has changed in Oblivion. Personally, I
suspect(with no proof) that Fire Shield of 25 points is a flat 25 points
of fire resisted rather than 25% of fire damage.

Fire Shield is basically Fire Resistance plus Shield. So a 25-point Fire
Shield raises your armour rating by 25 pts as well as resisting fire
damage. This is also how it worked in Morrowind.

You can check the Shield part by going into your inventory and noticing
how your armour rating has increased. Hence applying three different
Fire/Frost/Shock Shield effects to different parts of your armour is a
very effective way of boosting your defences. I've never managed to get
my armour rating above 85 though -- is there a cap, does someone know?

Hmm, I believe its still doing damage to things that hit you. I know
i've had rats bite me once (I wear a 20 electricity sheild ring) and
fall over dead. I never touched them. So SOMETHING is doing damage,
got to be the shield.

Once I get that shield from Chorral (in exchange for the sword you find
in the quest to reunite the brothers), I never worry about rats.
Because of the damage reflection, just carrying it means they'll hit me
once or twice then fall over dead...

RWG (makes it really easy to advance in Block skill - all you do is
continuously block with the sheild and every enemy will fall over and
die eventually :-)

That is a very good shield. I am level 20 and I have yet to find
anything better. It saves your magic swords too. I use the shield to
defend against rats and crabs. Using it for rats shows a bug in my
opinion. I have had rats bang into the shield head on and I still
contract a desiease.
