I'm at level 20 now in Oblivion and the only thing better than a
novice-rated piece I've found so far is *one* journeyman's mortar and
pestle in a chest in a cave. Even the master mages only have
beginner's equipment. Is this random and dependent on how many caves,
mines, fortresses, and ruins you explore?

I like the alchemy system much better in Morrowind where you can
buy (or steal) higher end equipment right away...and to balance things
out more realistically, not all your potion turns out to be a success.

In the unaltered game, by level 17 all of the Master equipment may be
found in random loot. Various mods may make it easier or harder to find,
though, and you may have better luck visiting the Alchemy shops. They'll
never have Master equipment, but by level 18 they should have Expert
equipment for sale. Only Novice and Apprentice equipment is permanently
placed and non-random. I've had the best luck with the higher-level
Necromancers for finding Master equipment.

Ah, yes, there they are: an expert calcinator for sale in
Skingrad and an expert mortar & pestle in Imperial City. I had assumed
the alchemy shops never upgraded their wares -- and I mostly do alchemy
business with Sinderion and the mage guilds -- and hadn't paid
attention.

I found a master mortar in an Aelid ruin while looking for statues,
though I'm pretty sure it was randomly generated loot. I thought I'd
find a ton of alchemy loot in all of those necromancer lairs, but it
turned out not to be the case. Plenty of portable, lucrative glass
daggers, though!

The mages guild quests fills the locations with
necromancers mostly, who
delivers quality stuff, if you can wait until you
have reached level 20. But
there are degrees. The boss and the adepts are the
ones to look for.
The ordinay necromancers are mostly a source of
potions and weapons

The adepts and their chests is where I have found the
master- and/or
expert apparatus, But never a full set, just a single
item

These are levelled to you. You can find them in treasures rarely/randomly
at one level above your current alchemy score. You can find them in various
shops (mage/alchemist related) at your current level. again, semi rarely).
