A less adventurous way of getting frost salt is to buy from Nalcarya, the
alchemist shop in Balmora (on the upper plaza there, one level above the
street where the mages guild is). She will have 5 of these every time you
barter with her, even though you just bought. (And if you sell them back
the first time, she will have 10, and so on.) They are not cheap, though.
