Never been able to although that is the description. The only thing
the band seems to do is allow to transport somewhere WHEN YOU PUT IT
ON, not when you use it.
Then how in the seven moons does one get to summon fabricants?
Strange that the Mazed Band is listed as having that ability and
actually not having it.

Install the Bloodmoon Patch, then Quick Key (F1) the Mazed Band using
the "Magic Menu Item". Now select nowhere when you press the quick key
for the Mazed Band, then use your mouse button to cast the Summon
Fabricant spell and admire your newly summoned pet/toy...
BTW, For fun I summoned a Fabricant while in the middle of Balmora with
several guards near by and they just walked by the fabricant like there
was nothing special about it. I guess they thought I was out walking my
pet. ^_^

This is another of the broken parts of Bloodmoon. Like many others the
summon fabricant ability does NOT work. I equiped the ring. The summon
fabricant ability shows as a gold symbol on the bottom right of the
screen. I cast the spell and get the nice lights and sound and nothing
else. The ring acts like it worked as the number of charges drops.
Then I'm clueless as to the solution to your problem. :-( I couldn't
summon fabricants when I first installed Bloodmoon, however after I
installed the latest Bloodmoon patch my Mazed Band Ring now works
fine... The only thing I can think of is that might be different from
you is that I've got the Bloodmoon Expansion which REQUIRES Morrowind to
play. Is there a version of Bloodmoon that doesn't require Morrowind
(i.e. X-Box version), and if so do you have it?
I've got the original Morrowind game, the Tribunal and Bloodmoon
expansions, and a couple of the "official" add-ins -- i.e. Area Effect
Arrows, Adamantium Armor, Fire Moth (?), and the Helm or Torin(?).
Maybe the problem lies in some combination of my equipment, abilities, etc.
That could be since I've got the same basic game setup that you do.
I've got the Private Tower Balmora, Hilda (Companion), and Werewolf at
Will mods loaded right now. I had to remove the Private Mobile Base mod
as well as a few others and load a pre-mod saved game because strange
things kept happening while they were loaded...
To be honest, I could care less about the Mazed Bands ability to summon
rather fragile fabricants so I only use it to travel to Morrowind and
Tribunal. Granted that might have something to do with the fact that my
character has a strength of 311 thanks to a 200+ game day delay in
getting the Corpus cure, so she does Serious damage everytime she hits
something.
